Bringing Improvements in Healthcare Processes (BIHP)
Launched in 1998 by Deloitte & Touche

Brief description:
The BIHP project aims to produce:
a global Healthcare Supply Chain Model based on good practices

  • an illustration of the application of EAN·UCC standards in the above processes
  • communications and training packages for hospitals and their suppliers

The project scope covers:
the efficient management of drugs and other medical supplies starting from the automatic medical prescription all the way to the administration of the drug to the right patient in order to deliver the most appropriate treatment for a particular illness or disease (care package).
Objectives:
To make the health care sector more cost-efficient and quality-oriented through rationalisation, standardisation and automatisation

  • To show benefits of process re-engineering and the use of standards based information technology tools (including bar codes and EDI)
  • To promote partnership in healthcare.

European E-Commerce for Hospital Procurement
(ECHOP)

Brief description:
In order to build Electronic Commerce standards and specifications adapted to the healthcare sector, at a European level, the CEN (European Standards Committee) launched in 1998 the ECHOP project.
The project examines standardisation needs to build up an electronic commerce - EDIFACT-based - platform suited to the daily operations of hospital buying departments (e.g. tender processing, products database creation, suppliers catalogues consultation, order processing, acknowledgement receipt procedures, invoicing, payments, accountancy and stock up dating, etc). Moreover, it promotes the incorporation of standard terminology in the EAN·UCC Standard code System and XML/EDI protocols. The kinds of hospital procurements considered are: general procurement, medical devices, pharmacy, hotel and catering activities, etc, as well as both normal and emergency cycles.

Objectives:

  • Lower hospital buying costs;
  • Keep supplier diversity, essential to maintain a healthy and competitive market;
  • Give hospital buyers access to global markets for specific purchases;
  • Be better provided by local suppliers;
  • Be aware of new procurement opportunities;
  • Link easily hospital buyers among themselves;
  • Be easily aware of new products information.

Project deliverables
A proposal for an open and interoperable system platform, suitable for hospital procurement departments;

  • A matrix showing operations, procurement categories and procurement cycles that might be achieved immediately by a standardised electronic commerce platform;
  • Recommendations on operations made by hospital procurement departments that should be standardised;
  • Recommendations on new technological developments to meet standardisation needs;
  • Recommendations on a realistic timescale to obtain operations standardisation and technological developments; proposals to standards organisations for technical work;
  • Guidelines for Pilot Site Project implementations, at national and European level;
  • Recommendations to National and International Policy makers.

The project aims to establish :
guidance material to implement electronic commerce in hospital buying departments;

  • standards in terms of operations and technology adapted to the use of electronic commerce in the hospital procurement sector;
  • technological developments that should be made to meet new standards in the operations made by hospital procurement departments.
